Performance Standards
Head Start grantees that provide services to children and families must meet the Head Start Program Performance Standards (HSPPS) and the requirements set forth in the Head Start Act of 2007. The Office of Head Start (OHS) also offers direction through Program Instructions (PIs) and Information Memorandums (IMs). More guidance is available to grantees through their federal program specialist.

Head Start Act
An example of what the Head Start Act provides: Sec. 636. [42 U.S.C. 9831] It is the purpose of this subchapter to promote the school readiness of low-income children by enhancing their cognitive, social, and emotional development—
(1) in a learning environment that supports children’s growth in language, literacy, mathematics, science, social and emotional functioning, creative arts, physical skills, and approaches to learning; and
(2) through the provision to low-income children and their families of health, educational, nutritional, social, and other services that are determined, based on family needs assessments, to be necessary.

Head Start Early Learning Outcomes Framework (ELOF)
When developing, selecting or adapting curricula, programs use the Head Start Early Learning Outcomes Framework (ELOF) as a guide. This framework identifies age-appropriate expectations to help programs plan experiences and activities that match a child’s skills and abilities. This framework can be used for center-based, home-based, and family child-care service models.

These requirements are often more stringent than the State guidelines for child-care centers.
